The International Convention on the Elimination of All Forms of Discrimination (ICERD) was adopted at the General Assembly of the UN in 1963. The Convention was adopted in response to occurrences of antisemetism around the world, after a motivation from a coalition of African nations to take concrete action to end racism worldwide.
ICERD is based on UN Charter principle “of the dignity and equality inherent in all human beings,” which make “everyone is entitled to all the rights and freedoms set out therein, without distinction of any kind, in particular as to race, colour or national origin,” and the “necessity of speedily eliminating racial discrimination throughout the world in all its forms and manifestation.” The Convention calls on State Parties to “not to sponsor, defend or support racial discrimination by any persons or organizations,” to end government policies or legislation that create or perpetuate racial distinctions, and to "encourage, where appropriate, integrationist multiracial organizations and movements.” (Article 2).
The Convention expressly demands that State Parties “condemn racial segregation and apartheid and undertake to prevent, prohibit and eradicate all practices of this nature in territories under their jurisdiction.” (Article 3).
Israel signed ICERD in 1966, while placing a reservation on Article 22 of the Convention that allows disputes between State Bodies to be referred to the International Court of Justice.
Israel's compliance with ICERD is reviewed regularly by the Committee on the Elimination of Discrimination.
