In October 2000 we lost our thirteen sons, who were shot dead by officers of the Israeli police. The shooting which took the lives of our sons and injured hundreds of Arab citizens of Israel was illegal, but in accordance with the policy of the Israeli government and with orders issued by then-Prime Minister of Israel Ehud Barak and the High Command of the Israeli police.
During the five years which have passed since our sons were murdered, the law-enforcement authorities have not fulfilled their duty under the law. Five years have elapsed and yet the murderers – the police officers who shot our sons, and those who gave the orders to fire live ammunition and to use snipers on unarmed civilians – are still walking free. Not even one of them has paid for his crimes.
Before each of the thirteen victims stands the murderer who shot him, as well as those who gave the orders and those who assisted in concealing the truth and hiding the evidence. All of these are accessories to the crimes. We demand indictments against them all.
The Ministry of Justice's Police Investigation Unit's (Mahash) recommendations, published today, are as expected, given the consistent shortcomings of Mahash in its investigations into our sons' deaths from 1 October 2000 until today. Mahash did not conduct investigations immediately after the murders of our sons, although it is its duty to do so under the law. Even after the Or Commission published its report, Mahash did not conduct serious investigations into our sons' murders, despite the clear evidence regarding the identities of the murders, and regarding the responsibility of the police High Command and the political leadership, which issued the illegal orders to the officers who murdered our sons. Mahash whitewashed the evidence, instead of bringing it to light and issuing indictments against all those responsible for the deaths of our sons. Thus, Mahash has become an accessory to the crimes and is responsible for the fact that the guilty parties have not faced indictments.
We, the parents of the victims, and with us our sons and daughters and the Arab community in Israel, will not end our struggle until all of those responsible for the deaths of our sons are indicted. Our struggle has not ended yet. Our struggle will continue until justice is done.
We, who lost our sons through the shots fired by police officers in October 2000, on the basis of the information revealed during the hearings of the Or Commission, accuse Ehud Barak, the Prime Minister in October 2000, of being responsible for the deaths of our thirteen sons and for the injuries sustained by hundreds of Arab citizens of Israel;
We accuse Shlomo Ben Ami, the Minister of Internal Security in October 2000, of being responsible for the deaths of our thirteen sons and for the injuries sustained by hundreds of Arab citizens of Israel;
We accuse Yehuda Vilk, the Chief of Police in October 2000, of being responsible for the deaths of our thirteen sons and for the injuries sustained by hundreds of Arab citizens of Israel;
We accuse Alik Ron, Commander of the Northern District in October 2000, of being responsible for the deaths of our thirteen sons and for the injuries sustained by hundreds of Arab citizens of Israel;
We accuse Moshe Waldman, Commander of the Valleys Area in October 2000, of being responsible for the deaths of Eyad Sobhi Lawabny, Omar Mohammad A'kkawi, Wissam Yazbak and Mohammad Khamayseh, and for the injuries sustained by dozens of Arab citizens of Israel;
We accuse Benzi Sau, Commander of the Border Police Northern District in October 2000, of being responsible for the deaths of Mohammed Ahmed Jabareen, Ahmed Ibrahim Siyyam Jabareen, Rami Khatem Ghara and Misleh Hussein Abu Jarad, and for the injuries sustained by dozens of Arab citizens of Israel in the Triangle area;
We accuse Shmuel Marmelstein, Commander of the Police Forces in Nazareth in October 2000, of being responsible for the injuries sustained by Arab citizens of Israel in Nazareth;
We accuse Guy Raif, Chief of the Misgav Police Station in October 2000, of the murder of Emad Farraj Ghanaym, Walid Abdul-Menem Abu Saleh and Ramez Abbas Bushnaq, and of injuring Arab citizens of Israel in Arrabe, Sakhnin and Kufr Manda;
We accuse the individual referred to as "N.I." by the Or Commission, the Commander of a team within the Police Anti-Terror Unit in October 2000, of being responsible for the injuries sustained by Arab citizens of Israel in Nazareth;
We accused Rashed Murshid, a Border Police officer in October 2000, of the murder of Rami Khatem Ghara;
We accuse the snipers of the Police Anti-Terror Unit and many other police officers, including Yitzhak Khai and Yitzhak Shim'oni, on the basis of the clear evidence regarding their guilt brought before the Or Commission, of the deaths of our sons, and the injuries sustained by hundreds of Arab citizens in Arrabe, Umm al-Fahm, Nazareth, Sakhnin, Kufr Manda, Kufr Kana, Shafa'amr, and in many other communities;
We accuse Eran Shendar, the Director of Mahash in October 2000, and Herzl Shabiro, the current Director of Mahash, of not fulfilling their duties under the law to investigate the murders of our sons and the injuries sustained by hundreds of Arab citizens by the shooting of police officers in October 2000, and thus of preventing the indictment of all those responsible.
