Highlights: Adalah, the EMHRN, and the Arab Association for Human Rights (HRA) publish "The EU and the Palestinian Arab Minority in Israel." EU immediately calls upon Israel for the first time to "to increase efforts to address the economic and social situation of the Arab minority, to enhance their integration in Israeli society, and protect their rights.'

Highlights: UNESCR List of Issues in December 2010 included approximately 20 issues on rights of the Arab citizens of Israel. Adalah submitted material, including an OSI Justice Initiative Report, to the UN and to the UN Independent Legal Expert Group (ILEG) assessing domestic investigations following the Goldstone Mission's Report recommendations.

Highlights: Report - "Occupation, Colonialism, Apartheid? A re-assessment of Israel's practices in the OPT under international law." The UN Committee Against Torture (CAT) issued its Concluding Observations (COs) on Israel. The EU-Israel Association Council (AC) decided at its meeting in 6/09 to put the upgrade of the EU's relations with Israel on hold out of concern for human rights.
